Policies & Procedures
The Intramural Sports Program has a foundation of policies and procedures that are consistent among all programs we offer.
The purpose of the Policies and Procedures section is to assure as equitable and enjoyable participation as possible for all participants at the University of Michigan.
The Captain's Manual covers everything in more detail that a Captain or participant will need to know regarding the entirety of the Intramural Sports Program.
The purpose of the policies and procedures developed by the Department of Recreational Sports Intramural Sports Program is to assure as equitable participation as possible for currently enrolled students (valid M-Card), for faculty, and staff (Rec Sports validated M-Card) and for other individuals who have purchased a Rec Sports validated M-Card. The rules are designed to serve as a guide for enjoyable participation by all.
In order to preserve the spirit of fair play, it is essential that participants adhere to the rules as well as to the spirit of the game. The ensuing result will be that of a better Intramural Sports Program for everyone. It is the responsibility of the Team Captain to be sure that each member of the organization or team is eligible to participate in the Intramural Sports Program. Some eligibility restrictions apply to various competitive leagues.

Alcohol (back to top)
The possession and/or consumption of alcohol are strictly prohibited at all Recreational Sports facilities. This policy applies to all Intramural Sports participants, as well as coaches and spectators. Any participant or spectator who is under the influence of alcohol will not be allowed to participate in any Intramural Sports activity and will be required to leave the facility immediately. Further disciplinary actions may be taken by the Intramural Sports Staff against the individual/team involved. Use of alcohol by a team or its spectators will affect the team’s sportsmanship rating for that game.
Forfeits (back to top)
Forfeits are to be avoided if at all possible. Forfeits are detrimental to the program and to a team’s participation. The scheduling of each Intramural game, activity, and event requires making arrangements for the facility, the personnel, and the equipment, as well as the participants. If a team fails to carry out its obligation, the time and effort of a number of individuals have been wasted.
AVOID FORFEITS!!!
The following procedures shall be observed with regard to forfeits.
- The Team Captain has the responsibility of notifying all team members of the day, date, time, and location of all scheduled contests.
- Teams are to be at the playing area a minimum of fifteen (15) minutes prior to the scheduled game time.
NOTE: It is strongly recommended for the Team Captain to notify the Intramural Sports Staff if a team knows, in advance, they will be forfeiting a game due to not having enough players to begin the contest. This will allow the Intramural Sports Staff to make every effort to schedule another team to play in place of the forfeiting team.
In some cases a game may start as scheduled, but end before the game clock has expired. In such instances the team causing the game to end will receive a loss for that game, however, it will not count as a forfeit for that team and they will not lose any SRS points.
Example of such instances include:
Game Concession:
One team decides they do not want to continue the game before the game clock expires. The officials must be notified, both Captains must agree, and the scorecard must be signed signifying a complete game. A team may only concede a game during the second half of play.
Inability to continue game:
One team drops below the minimum required number of players to continue the game due to situations such as the injury or ejection of a player without a substitute to replace them.
Team Sports and Tournaments
- A team not ready to play, or failing to appear at, the designated day, date, time, and location of the scheduled contest forfeits that contest.
Note#1: Refer to specific sport or event rules for modifications to this forfeit policy.
Note #2: Ready-for-Play means “at the game site (field, court, and rink) checked in and with jerseys on”.
- A scorecard must be completed and officially noted as a forfeit by the IMSP sport official and/or IMSP sport supervisor.
- In order to be credited for the forfeit “win,” the team receiving the forfeit “win” for the contest must have the minimum number of required players to start a game.
Note: Both teams are recommended to list the players present at the game site in order to have those players considered as having “participated” in that game.

A team may waive the right to win by forfeit and wait for the opposing team to arrive.
- If a team decides to wait the 10 minutes for the opposing team to show they must wait the entire 10 minutes.
- If 10 minutes after the scheduled game time passes, and the minimum number of players required to play for the opposing team has not arrived, the team present must accept the forfeit.
- Should the opposing team arrive before the 10-minute time limit, the contest shall be played. The time lost shall not be made up.
- If a team waives their right to a win by forfeit, and the match begins, that team cannot rescind their decision and take the forfeit.
- If at game time neither teams have the minimum number required to play the officials will wait 10 minutes to see if either or both teams acquire enough participants to play or accept the forfeit.
NOTE: Upon signing the scorecard indicating/agreeing that a forfeit has been accepted, the forfeit shall be considered official regardless if the forfeiting team shows up within the ten minute time period.
- Upon a team forfeiting two or more games or matches in any one sport, that team shall not be scheduled for playoffs.
- A team that forfeits their first two games in the regular season will automatically forfeit their third game. The Intramural Sports Staff will make every effort to schedule another team to play in place of the forfeiting team for their final game of the season.
- A team shall receive no achievement points toward the Stevenson Cup if the sport is included in the Stevenson Cup Championship.
- A team forfeiting in the playoffs shall receive achievement points only for the previously played games.
- In meet competition, each individual who forfeits (scratch, deleted, no-show, etc.) or who participates in an event but does not finish that event shall not earn participation points for that team or organization.
- In a double-elimination tournament, a “no-show” forfeit in the upper (winner) bracket will not disqualify the team from the tournament, though their sportsmanship score falls below seven.
Individual and Dual Sports
- A participant not ready to play, or failing to appear at the designated time on the day, date, and location of the scheduled contest or match shall forfeit, and that participant shall be immediately dropped from the event, activity, or tournament.
- The forfeit must be declared “official” by the tournament coordinator on duty at the tournament site.

Disciplinary Forfeits
The Intramural Sports Program has the authority to cause a team to forfeit games during a sport if it fails to adhere to the policies and procedures of the Intramural Sports Program.
This includes, but is not limited to,
- Use of an ineligible, suspended, or illegal player,
- Physical or verbal assault of a participant by a team member,
- Physical or verbal assault of an Intramural Sports Program staff member by a team member,
- Failure to return equipment checked out to a team member. All points and championships earned during the sport shall be withheld until the outstanding issue is resolved.
- Failure to schedule or attend a disciplinary meeting with the IMSP Disciplinary Chair (if necessitated by an incident)
- An individual who has been suspended from IMSP play for whatever the reason is considered to be ineligible and is suspended from all IMSP competition until that individual and the individual’s Captain meet with the IMS Disciplinary Chair to determine the action to be taken.
Inclement Weather (back to top)
A scheduled contest or match may be postponed or rescheduled only by a staff member of the Intramural Sports Program. Postponements and/or rescheduling of Intramural Sports games due to inclement weather may be made in an effort to protect the safety of the participants and the quality of our playing fields. Decisions concerning game changes due to inclement weather will be made as soon as possible on the day of the scheduled activity. Games that are cancelled due to inclement weather may not be rescheduled due to facility constraints. Also, no refunds will be given due to a game cancelled due to inclement weather. Decisions will be available by checking our Facebook and twitter page OR by calling the Intramural Hotline at 734-763-0050.
Officials (back to top)
The game officials shall conduct a brief pre-game conference with the team Captains prior to each game beginning. The pre-conference is held primarily to establish start-of-play direction, to discuss basic procedures, and to remind teams about sportsmanship. The pre-game conference will not include a discussion of all the rules, however brief questions about rule clarifications may be asked at this time. Concerns and questions regarding rules, policies and procedures should have been clarified in the sport's Captain's quizzes or by Intramural Sports Program staff members prior to the season beginning.
Prior to a contest beginning, officials will also be checking the M-Card of each player. Players should have their M-Card at the game site and be prepared to present the M-Card to the officials.
Teams and individuals are expected to respect the decisions of the officials. Players and/or spectators who abuse (either verbally or physically) intramural sports officials will be subject to disciplinary action. Only the team Captain or designated alternate Captain shall converse with the officials in a proper and respectful manner during a game contest. Politeness toward the officials shall be reciprocated.

Playoffs (back to top)
Playoff Determinations
Teams that participate in round-robin league activities shall be placed in single-elimination tournament playoffs, following regular season play, according to the following guidelines:
- Teams whose team Captain or designated representative completed the Captain's Quizzes for that sport, or met its equivalent, shall be eligible for playoff competition.
- Those teams winning 50% or better of their games shall be scheduled in the “A” playoffs (Championship), while other teams shall be placed in the “B” playoffs (Consolation).
Note: In order for a playoff bracket to be split into “A” and “B” leagues, there must be at least six teams in each “A” and “B” bracket. If there are fewer than six teams in either the “A” or “B” bracket after the split, the teams will not be split, and will be consolidated into one bracket.
- During regular season play, tie games shall be recorded as a “win” for both teams.
- A forfeit counts as a loss for the forfeiting team. If a team forfeits two or more times during the regular season league play, that team shall not be eligible for, nor shall it be scheduled in, the playoffs.
- During regular season play, If a team wins their first two games by forfeit, the result of their third game will determine if they are in A or B playoffs. If a team wins, they are in A playoffs, if they lose they are in B playoffs.
- During the regular season, a team who has failed to return equipment and has not paid for its replacement shall not be allowed to participate/will not be scheduled in the playoffs unless the outstanding issue is resolved.
- During the playoffs or in a tournament, a team who has failed to return equipment and has not paid for its replacement shall not be allowed to continue if the outstanding issue is not resolved by the team’s next scheduled game. If a team does not resolve any issues involving equipment by the end of a sport, a hold credit may be placed on the team Captain’s (or other responsible party’s) student account. Additionally, the team Captain will not be allowed access to any Recreational Sports facility until the matter is resolved.
Protests (back to top)
Protests should seldom occur. However, if a team or individual feels that the rules in a game or match have been unfairly administered, that team or individual may protest that particular event, providing the protest procedure adheres to the following guidelines. Judgment calls cannot be protested.
Types of Protests
Administrative Interpretations (Policy and Procedures)
- Protests based on misinterpretation of the Intramural Sports policies and procedures must be made by the Team Captain or Captain's designee only.
- Any protest concerning policy or procedure must be lodged with the official at the time the alleged misinterpretation occurs.
- The protesting Team Captain or designee must verbally state to the game official(s) that the team is playing the remainder of the game under protest. The Captain or designee must say, “I want to protest.”
- The game officials will notify both teams that the game is being played under protest, and shall so note that fact on the scorecard.
Rule Interpretations
- Protests based on misinterpretation of the rules must be made by the Team Captain or Captain's designee only.
- The protest must be made to a game official at the time the alleged misinterpretation occurs and prior to the next live ball, or, if it is the last play of the game, prior to the protesting team leaving the field or court of play.
Note: Leaving the field or court of play shall be ruled as follows:
- The team has returned any equipment checked out; and,
- The Captain or designee has signed the scorecard as required.
- Should the equipment not be returned and/or the scorecard not be signed within five (5) minutes of the completion of the game, the team forfeits the right to protest a rules interpretation.
- The rule interpretation shall be explained by the official at this time.
- If the Team Captain or designee is dissatisfied with the explanation of the ruling, a formal protest may be filed.
- The protesting Team Captain or designee must verbally state to the game official(s) that the team is playing the remainder of the game under protest. The Captain or designee must say, “I want to protest.”
- The game officials will notify both teams that the game is being played under protest, and shall so note that fact on the scorecard.
Note: A protest based on an official’s judgment call shall not be allowed under any circumstances.
Eligibility
- Any protest concerning eligibility in a contest in which the protesting team participated must be lodged with the Intramural Offices by the end of the business day following their game.
- When protesting eligibility, a team must protest the eligibility of a specific individual. Entire teams cannot be “blanketed” by a protest; each individual must be protested separately.
Note: No more than three individuals may be protested at one time for the $20.00 fee. Additionally, a separate form must be submitted for each protested individual.
Note: If your team lodges an eligibility protest against an individual(s), the eligibility of all members of your team will also be checked.
- The protesting Team Captain or designee must verbally state to the game official(s) that the team is playing the remainder of the game under protest. The Captain or designee must say, “I want to protest.”
- The game officials will notify both teams that the game is being played under protest, and shall so note that fact on the scorecard.
Submitting the Protest
- The onsite officials must be notified of the protest at the game/match/event site,
AND
-
All protest paperwork must be officially completed and submitted to the IMSB Main Office by the Captain making the protest.
- All protests must be submitted in writing using the official protest form which can be obtained at the Intramural Sports Building Main Office.
- Protests are to be submitted between 9:00am and 4:30pm the next working day following the alleged violation.
- The individual filing the protest must present, at the time the written protest is lodged, a pictured and valid Student M-Card or Rec Sports Validated M-Card. The M-Card shall be photocopied and filed with the protest.
Note: Only the Captain, or designee, of the team participating in the game in question may submit the protest.
Protest Fee
The written protest must be accompanied by a $20.00 protest fee. That fee shall be returned if the protest is upheld. The fee, however, shall be forfeited if the protest is denied.
Rules Interpretation Upheld
Upon a rules interpretation protest being upheld, the contest shall be replayed from the point of the protest and at a day, date, time, and location as determined by the intramural activity coordinator in conjunction with the team Captains.
Eligibility Protest Upheld
Upon an eligibility protest being upheld, all contests in which the illegal player participated shall be forfeited to their opponents. Should an eligibility protest be upheld in the playoffs, the team that used an illegal player shall forfeit all achievement points it would have earned for the games in which the ineligible participant participated. During the playoffs the team winning the protest will advance to the next round of the tournament. Any games that took place previous to the protest in which the ineligible player participated will not be rescheduled.
Administrative Protest Upheld
Upon an administrative protest being upheld, the Intramural Sports Program Staff will make a decision on a case-by-case basis if the game will be replayed or if the offending team will forfeit the game.
Broomball Protests
Due to the availability of ice time, the only protests allowed in Broomball shall be protests concerning eligibility. The procedures, as stated above, must be adhered to in order for a protest to be considered.
Intramural Protest Board
The Intramural Protest Board consists of two Rec Sports Assistant Directors; and any one of the three IMSP Student Coordinator/Interns. The Protest Board shall investigate the protest and render a decision. Upon the decision being made, the Protest Board shall notify the involved parties.
Rosters and Roster Additions (back to top)
All rosters will be managed by the Team Captain or Team Captain. It is the duty of the Team Captain to make sure their roster is correct and up-to-date. Roster management will be done online at imleagues.com/umich. Captains will be able to email invites to anyone they want to add to their roster. The instructions below are to show how each individual can add themselves to a roster. If you already have an account, please begin on step 4.
Step 1 Go to imleagues.com/umich OR click the emailed link your Captain has sent you.
Step 2 Click on "Player Sign-up"
- “Register Using Facebook” (This will only pull your name, email, & birthdate)
OR

Click “I don’t have a Facebook account”
- Enter an Email Address. This may be your UMICH email address, but does not need to be.
- Enter a password and re-enter the password in the fields provided
- Enter your first and last name, gender and status in school
- Enter your birthday and phone number
- Enter your UM ID (The 8-digit number on the front of your university ID.) *NO SPACES*
Step 3 Click Register.
NOTE: If you followed the emailed link to join a team, you will automatically be added to that team and your registration is complete.
Step 4 Activate your account
- Check the email account you entered in Step 2 and click the link provided.
- You will be taken to a new screen to join or create a team. There will be tabs on the top of the page (Home, Events, Leagues, and Help).
Step 5 Search for desired Team Name in Search Bar
Don’t know the team name? Start typing the name of a teammate. As you type in the team name, it will auto populate results.
Step 6 Click the Team Name you wish to join (This will direct you to the team page.)
Step 7 Click “Request to Join Team” on the left side Navigation Panel (This will take you to a screen to confirm your request.)
Click Join Team.

In order to play intramurals, you must be on your team’s online roster by NOON of the day your team plays.
Check-In (Time Limitation for Participant Check-In at Games)
- Participants must check-in prior to participating in a game, contest, or match.
-
Participants will be allowed to check-in:
- Prior to a contest, game, match beginning (no more than 30 minutes prior to the scheduled starting time);
- During the first half of the game, contest, match; or,
- During the “intermission” period of the contest, game, match.
- ONLY PLAYERS WHO ARE ON THE PRINTED SCORESHEETS WILL BE ELIGIBLE TO PLAY!
NOTE: Individuals may not check in following the start of the second half of a contest, game, or match. A half is considered to be the mid-point of a contest, game, or match.
ID Verification
IDs will no longer be verified using our on-site scanners. Instead, participants will be verified once added to their team’s online roster. If a player’s name has a strikethrough on the printed roster, they are considered invalid. If they are listed as invalid, they must follow the invalid ID procedures.
Team Sports
A team’s roster is formed throughout the regular season. All participants must join their team through our online roster management system on imleagues.com/umich.
The Captain is responsible for ensuring that their roster, including the printed and online roster, is complete and accurate.
The team roster is generated online. Captains will be able to email invites to anyone they want to add to their roster. Simply inviting someone to your team does not add them to your roster. Each participant must register and join the team online.
- Names of individuals can be added to the original roster, prior to the new team member playing by going to our website and joining a team.
- A team member must play in at least one regular season game/contest to be eligible to represent that team in the playoffs.
Note #1: Players must be listed on the scorecard and checked in by an official to be considered as having participated in that game.
Note #2: Teams (i.e. – team Captains) assume the responsibility for ensuring that an individual is eligible to participate according to the IM rules for a particular league; and, for the playoffs.
Note #3: Should an individual’s name not be on the roster for the first playoff game, that individual will not be allowed to participate in the playoffs. Refer to Note #3.

In round-robin league sports, roster additions may be made through the last league game. Roster additions cannot be made during the playoffs following round-robin league play.
Tournaments
- A team’s roster must be set prior to the tournament beginning.
- As in team sports, the individuals listed on the scorecards constitute a team’s roster.
- Captains are responsible for the accuracy and completeness of the scorecards.
- Players may be added to a team’s roster by the method listed above by joining the team online.
Free Agents
It is the responsibility of the team Captain to ensure that the free agents recruited for a team are eligible for the league in which their team is participating.
Individual, Dual, and Team Meets
For meets, a team must submit its roster prior to the event; or, prior to the roster deadline if one is set. Rosters may not be modified after the roster deadline. Additionally, rosters may not be modified during a meet.
Rules Governing Eligibility (back to top)
Eligibility concerns are to be directed to an Intramural Sports professional staff member.
General Considerations
All currently enrolled students with valid M-Cards, faculty and staff with Rec Sports validated M-Cards and those persons who have purchased a Department of Rec Sports validated M-Card shall be eligible to participate in the Intramural Sports Program, except as noted in the rules section listed for each league.
Roster additions may be made:
- Through the last league game for sports, activities, or events which have round-robin league play before playoffs; or,
- Through the quarterfinal games for sports, activities, or events that have only a single- or double-elimination tournament.
For round-robin sports, an individual, to be eligible to represent a team in the playoffs, must play in at least one regular season non-playoff contest.
NOTE: the name of the participant must also appear on the team’s roster.
For tournaments, an individual must play in one game prior to the semi-final matches to be eligible to play in the semis and finals. The person is not considered to have played in the game unless his/her name is listed on the game’s scorecard and they have been checked-in by an official.
Before a contest, event, or activity, all members of the team shall present to the official their pictured, valid U of M Student M-Card, or a Department of Rec Sports validated U of M MCard. The official shall then verify the participant’s identity and so note on the scorecard. Those players listed on the scorecard and verified by an official are considered to have participated in that contest.
Should a participant arrive at the contest after it has started, the responsibility shall be the participant’s to have his or her identity verified by the official during a stoppage of play. Should a player not be verified by an official; that individual shall be considered an ineligible player.
NOTE #1: In “non-officiated sports”, the IMSP Sport Supervisor will verify the identity of each participant.
NOTE #2: Individuals may not check-in after play has begun for the second half of any contest/game/match.
An individual shall represent only one team in any given sport. Exception: An individual may represent one co-recreational team and one non-co-recreational team in the same sport.
Fraudulent ID Policy
- An individual who is caught using an M-Card that is not his or her own will be prohibited from playing Intramural Sports for that season in which the fraudulent M-Card was used.
- The team for which that individual was playing for will forfeit that game and the game will not be played.
- If the occurrence was in the regular season, the team will be prohibited from playing in the playoffs for that sport.
- If the occurrence was in the playoffs, the team will be disqualified from playoff competition.
- The Intramural Sports Staff will confiscate the fraudulently used M-Card. An individual must meet with the Assistant Director of Intramural Sports in order to get their ID back. DPS will be contacted if the individual becomes combative. DPS may charge both the individual who used the fraudulent M-Card and the individual who allowed the use of the fraudulent M-Card with a violation of possession or display of an identification card. This is a civil infraction.
- Fraudulent uses of M-Cards do not reflect the spirit of Intramural Sports, and reflect poor sportsmanship of the individual who chooses to attempt such actions.
Lost ID Policy
All lost UMID cards that are found by an Intramural Staff member on an Intramural practice/game field will be logged at the Intramural Sports Building Equipment Room by following the log policies at the Intramural Sports Building.
Intercollegiate Athletes
Any person who has practiced, participated in tryouts, or competed with an intercollegiate squad for more than 10 days shall not compete on an intramural team in that sport or in a related sport during that academic year (September-May).
Related activities are:
- (Varsity Sports) - (intramural sports)
- Baseball and Softball - softball
- Basketball - basketball, 3-on-3 basketball
- Hockey and Field Hockey - broomball, floor hockey
- Football - flag football, 4-on-4 football
- Golf - golf
- Soccer - soccer, mini-soccer, kickball, 3-on-3 Soccer
- Swimming and diving - swim & dive meet
- Tennis - tennis
- Volleyball - volleyball, sand volleyball, wallyball
- Water Polo - inner tube water polo, swim & dive meet
Former collegiate letter winners shall be eligible to participate in all phases of the Intramural Sports Program provided that at least one entire term has elapsed since the termination of participation with an intercollegiate team
Note: Should the termination occur September 30, 2011, the individual would be eligible to participate beginning with the 2012 Spring/Summer term.

Definition of a Club Sport Member: Any individual who is listed on the Fall, Winter, and/or Spring/Summer official roster submitted by the Club Officers for each semester during that Academic Year. Club sport coaches are considered club sport members.
NOTE: If an individual is listed on the Fall 2011 Club roster is considered a Club Athlete for the entire academic calendar.
NOTE: Teams are allowed to have one former collegiate letter winner AND one club sport member listed on the team roster in their related sport.
Rules Infractions (back to top)
Ineligible Player
Any individual who plays while ineligible according to the Intramural Sports Program Rules and Procedures shall be suspended from:
- Intramural participation in the sport in which the violation occurred and for the remainder of that sport's season; and/or,
- Intramural participation in all sports during the term in which the violation occurred;and/or,
- Intramural participation in the sport or in all sports for a length of time as declared by the Intramural Sports Program Disciplinary Board.
NOTE: An individual who does play on more than one team is automatically declared ineligible.
Definition of a Suspended Player: An individual who has been suspended from participation in one or more aspects of the Intramural Sports Program for reasons of rules infractions, unsportsmanlike behavior or otherwise.
An individual who further participates while suspended shall be immediately barred from any participation in the Intramural Sports Program; shall immediately be dealt with by the IMSPDisciplinary Board, and shall receive no less than a one year suspension from participation in all aspects of the Intramural Sports Program.
NOTE: An individual who has been suspended from IMSP play for whatever the reason is considered to be ineligible and is suspended from all IMSP competition until that individual and the individual’s Captain meet with the IMSP Disciplinary Chair to determine the action to be taken.
Team Use of Ineligible and/or Suspended Player
- A team shall forfeit any contest(s) in which it uses an ineligible or suspended individual.
- A team shall forfeit all points in the sports in which it uses an ineligible or suspended individual.
- A team may forfeit all accumulated points for all sports up to and through the time of the infraction.
- A team may be dropped from the sport season(s) in which it uses an ineligible individual and from all Intramural Sports Program participation for use of a suspended individual.
- A team using an ineligible and/or suspended individual or person using a fraudulent ID card during the regular season may not be allowed to participate in the playoffs.
- A team using an ineligible and/or suspended individual or person using a fraudulent ID card during the playoffs shall be disqualified from further participation in the playoffs, and all playoff points shall be eliminated.
Cheating
Any player or Captain found cheating may be disqualified from the Intramural Sports Program for the balance of his/her university career or any part thereof according to the Intramural Sports Program Rules and Procedures, and shall be subject to the same sanctions as for “Team Use of Ineligible and/or Suspended Player” as listed above.
Teams having or having had individuals who cheated while participating for that team shall be subject to the same sanctions as for “Team Use of Ineligible and/or Suspended Player” as listed above.
Some examples of cheating as applied to the above are:
- Participating under an assumed name.
- Fraudulent use of any form of ID (e.g. – using another person’s ID).
- Participating for more than one team in the same sport.
- Misrepresenting a score.
- Participation following suspension from intramural participation.
- Violation of the “Rules and Procedures” of the Intramural Sports Program.
- Inclusion on a team of more than one club sport member or former intercollegiate member in his/her related sport.
In the case of a participation violation of these rules, the subsequent outcome shall be determined as follows:
- If participation by the initial sport club member/former intercollegiate letter winner precedes participation in a first contest by any other sport club member or former intercollegiate letter winner, the second participant only is ineligible.
- If the violation results from two or more such participants (club sport member or former intercollegiate letter winner) whose first contest is the same, then the suspension shall be in effect for all such participants.
Enforcement
The Intramural Sports Program staff shall be responsible for enforcing the “Rules and Procedures,” and any additional aspects not specifically covered therein.
In addition, the Disciplinary Board Chairperson may, based on the available information, decide that an incident warrants further disciplinary action. Such action shall subject the individual(s) and/or team(s) to the “Disciplinary Procedures” of the Intramural Sports Program.
Scheduling Conflicts (back to top)
Teams must schedule themselves with the knowledge that there is no guarantee that game times can be rescheduled. It is extremely difficult to reschedule games and is largely based on facility/field availability and time constraints. The Intramural Staff will consider rescheduling when teams are playing multiple sports at the same time, academic conflicts, or religious concerns based on facility/field/staff availability.
NOTE: Teams are advised to avoid scheduling themselves during such conflicts as rescheduling is not certain.
Scorecards (back to top)
- The scorecard is the official record of score, rosters, and SRS scores.
- The first and last names of a team’s current roster will be printed on the scorecards.
- The score listed shall be considered final unless a protest has been lodged.

The Team Captain or Captain's designee has the responsibility of ensuring that the:
- Score is correct;
- Correct winner has been noted; and
- Roster is correct and complete (i.e. all team members who participated in that game are listed on the scorecard and have been checked by an official).
NOTE: If an individual’s name is not listed on the game roster, that individual will not be allowed to play. Check the roster online.
By signing the scorecard, the Captain indicates that the scorecard is complete and accurate. Should the scorecard not be signed, the Captain assumes the responsibilities for any inaccuracies.

Awards (back to top)
The Department of Recreational Sports Intramural Sports Program presents awards to outstanding individuals and teams in recognition of their excellence, as well as to the outstanding Intramural sports officials. These awards are presented at the Awards Ceremony sponsored by the Intramural Sports Program. Nominations for all awards are welcomed and encouraged. Nomination forms can be obtained from the Main Office at the Intramural Sports Building, and are to be submitted to the Intramural Sports Program staff members. Brief descriptions of the awards that shall be presented are listed below.
Team Awards
Sport Champions
The champion of each level of each league will receive t-shirts as awards. The number of tshirts that a team will receive will be equal to twice the number of players on a regulation team (e.g. basketball champions will receive 2 x 5 = 10 t-shirts).
Team Sportsmanship Award
One team will be selected from each team sport during the regular season as that sport’s overall sportsmanship team. This award will be given to the Intramural Sports team that exhibits outstanding sportsmanship and overall respect for the staff and other participants.
Stevenson Cup Award
This award is presented to the organization or team in each of the Fraternity, Residence Hall, Independent Men, Independent Women, Graduate/Faculty/Staff and Co-Recreation leagues for accumulating the most points during the fall and winter terms combined. Points are awarded according to the Intramural Sports Program All-Year Championship Point System, which includes participation, performance, and sportsmanship categories. The runner-up team is also presented an award.
Robert L. Fox Outstanding Sportsmanship Award
This award is named to honor Robert Fox’s service to the University of Michigan, Department of Recreational Sports for nearly 20 years. Under Robert’s leadership, the Intramural Sports Program flourished. His emphasis on the spirit of play, respect for fellow participants and officials and the importance of good sportsmanship has helped make the U of M Intramural Sports Program one of the most respected in the country.
The Robert L. Fox Outstanding Sportsmanship Award is presented annually to the Intramural Sports team that exhibits outstanding sportsmanship and overall respect of the program.
This award was first presented in 2005.
League Captain-of-the-Year
The League Captain-of-the-Year award is presented to the Captain who has demonstrated organization and has encouraged participation in that league. His or her team has been recognized as successful in terms of participation in organized competition while displaying a positive attitude towards the intramural program. A Captain-of-the-Year is selected in every league [Exception: All Campus].
League Athlete-of-the-Year
The League Athlete-of-the Year award is presented to the league athlete who has demonstrated athletic excellence in team sports and who has consistently exhibited good sportsmanship in all areas of intramural participation. In addition, this athlete has participated extensively in the Intramural Sports Program and has contributed to the quality of participation in his/her league. An Athlete-of-the-Year is selected in every league [Exception: All Campus].
Mitchel Pattullo Fraternity Athlete-of-the-Year Award
The Mitchell Pattullo Award is given to the Fraternity Athlete-of-the-Year in remembrance of Mitchell Pattullo. Mitch was a former recipient of the Fraternity Athlete-of-the-Year Award in 1987, representing Chi Phi.
Earl Riskey All-Around Male Athlete Award
The award, named in memory of Earl Riskey who devoted 40 years to intramurals at the University of Michigan, is presented to the outstanding all-around male athlete in the Intramural Sports Program. The award winner represents extensive intramural participation, athletic excellence, a positive attitude, and a competitive spirit, as well as contributing in a positive manner towards the Intramural Sports Program.
This award has been an Intramural Sports Program tradition since 1930.
Marie “Pete” Hartwig Female All-Around Athlete Award
The award, named in honor of Marie Hartwig who served in various capacities in physical education, intramurals, and intercollegiate sports for women at the University of Michigan over a 46-year period, is presented to the outstanding all-around female athlete in the Intramural Sports Program. The award winner represents extensive intramural participation, athletic excellence, a positive attitude, and a competitive spirit, as well as contributing in a positive manner towards the Intramural Sports Program.
This award was first presented in 1973.
Rodney Grambeau Outstanding Male Intramural Official Award
The Rodney J. Grambeau Outstanding Male Official Award is named in honor of Rodney J. Grambeau, who has devoted nearly over 40 years of his professional life to the development of sports officiating at the local, state, and national levels. The Grambeau award is presented to the male intramural official who has demonstrated outstanding competency in a variety of sports in terms of rules interpretation, officiating mechanics, game control, and intramural policies and procedures. This official has also recruited and encouraged new officials, and has a good understanding of the concept of the intramural philosophy.
This award was first presented in 1970.
Outstanding Female Intramural Official Award
This award is presented to the female intramural official who has demonstrated outstanding competency in a variety of sports in terms of rules interpretation, officiating mechanics, game control, and intramural policies and procedures. This official has also recruited and encouraged new officials, and has a good understanding of the concept of the intramural philosophy.
This award was first presented in 1973.
Stephen L. Olson Rookie Official Award
Stephen L. Olson worked in various capacities for the University of Michigan Department of Recreational Sports for nearly 20 years. Stephen worked as Assistant Director of the Intramural Sports Program for the final four years he spent at the University of Michigan. He left the University in 1996 to become the Executive Director of the Minnesota Youth Soccer Association.
The Stephen L. Olson Rookie Official Award is given to the first-year official who, over the past academic year, has shown great potential as a sports official, has demonstrated a strong knowledge of the rules of various sports, and understands the policies, procedures, and philosophy of the Intramural Sports Program. This official understands the importance of good officiating in intramurals, and strives to do the best possible job in every game worked.
This award was first presented in 1996.
Officials Hall-of-Fame
The Officials Hall of Fame inductees are graduating seniors who have worked at least three sports and who have worked for the program for at least two years. These officials have also demonstrated outstanding officiating qualities as well as a good work ethic. These officials will have uniforms, with their names and year of induction printed, and raised to the rafters of the Intramural Sports Building.
The Officials Hall of Fame was established in 1996.
Legends Hall-of-Fame
The Legends Hall-of-Fame was established to recognize those extremely talented officials who worked for the Intramural Sports Program, but graduated prior to the Official’s Hall-ofFame was instituted; therefore, before they could be recognized as members of the Officials Hall-of-Fame. The inductees into the Legends Hall-of-Fame exhibit the qualities of those inducted into the Officials Hall-of-Fame to the highest degree. As with the inductees into the Officials Hall-of- Fame, the Legends will have uniforms, with their names and year of induction printed, and raised to the rafters of the Intramural Sports Building.
The Legends Hall of Fame was established in 1998.
Disciplinary Procedures (back to top)
Individuals participating in the Intramural Sports Program are expected to conduct themselves within the boundaries of sportsmanship and fair play as well as within the rules, policies and procedures of the program. Ensuring the integrity of the program, be it rules, safety, or enjoyment, is a high priority for the Intramural Sports Program. In cases where an individual's or team's conduct violates these principles, such conduct will cause disciplinary action to be taken.
- Causes or what constitutes an “incident”
Individuals or teams who cheat, verbally abuse other participants, threaten other participants, physically abuse other participants, verbally abuse IMSP staff, physically abuse IMSP staff,or violate any University of Michigan Department of Recreational Sports and Intramural Sports Program rule, policy or procedure in effect during an intramural contest, activity, event shall be subject to disciplinary action.
Note: Participant, as used in the above context, is described as any individual involved in any phase of an intramural contest, activity, or event. Officials, supervisors, and staff of the Intramural Sports Program, as well as spectators, are all considered a part of the contest, activity, or event.

Actions
- Any incident, minor or major, shall cause an Incident Report to be written and submitted for review to the Disciplinary Board Chairperson. The incident is also noted on the Sport Supervisor Report. Should the incident result in more than a Sportsmanship Penalty (-3 SRS points to be issued), a Sub-7 Report is also completed and submitted.
- Minor incidents occurring on the fields, courts or rinks shall be handled by the IMSPField/Court/Rink Sport Supervisor. If, however, an incident cannot be resolved at this level, it shall be directed to the Disciplinary Board Chairperson for special attention.
- For most incidents referred to the Disciplinary Chair, more detailed information is normally requested to ensure that all the facts are noted. This process involves contacting the Sports Officials and the Sport Supervisors as well as any Professional Staff members who may have been present.
- For incidents warranting special attention, the Disciplinary Board Chairperson shall contact the individual(s) or team(s) involved to inform them of the charges and the possible sanctions as a result of being “guilty” of those charges. A meeting day/date/time will be established for the purpose of discussing the situation. The meeting day/date/time is to be scheduled within forty-eight (48) hours of the incident occurring.

At the meeting, the Disciplinary Chair shall once again inform the individual(s) or team(s) of the charges and the possible sanctions as a result of being guilty of the charges. The Disciplinary Chair will present the IMSP version of the incident. The individual(s) or team(s) will be given the opportunity to present their version of the incident. Following presentation of both versions, the Disciplinary Chair will ask the individual or team representative to plead “guilty” or “not guilty” to the charges.
- In cases whereby an individual or team pleads guilty to the charges, the Disciplinary Chair shall take appropriate action based on precedents set within the Intramural Sports Program over the past 40-50 years. Any action taken shall be effective immediately. A written agreement/form shall be signed by the guilty individual/team representative and the Disciplinary Chair.
NOTE #1: Negotiations/plea bargaining can be a part of the process.
NOTE #2: Should the incident have required an automatic game suspension, that game suspension can be considered a part of the overall penalty.
NOTE #3: In cases where a precedent may be set by the case, the Disciplinary Chairhas the authority to convene a hearing only for the purpose of discussing the appropriate penalty.
- In cases whereby an individual or team pleads not guilty to the charges, the Disciplinary Chair shall schedule a hearing to take place at the next regularly scheduled meeting of the Intramural Sports Program Advisory Council (IMSPAC). The individual or team shall be considered suspended until the time of the hearing.
NOTE #1: Refer to IMSPAC – Disciplinary Board.
NOTE #2: The IMSPAC is composed of representatives of the organizational leagues of the IMSP – Fraternity, Sorority, Residence Halls, Graduate/Faculty/Staff, Co-Recreational, Independent (Men & Women).
- Disciplinary Hearing -- IMSPAC
The hearing shall be conducted by the Chairperson of the Disciplinary Board and heard by at least four members of the IMSPAC Disciplinary Board. Should a conflict of interest exist involving a member of the IMSPAC Disciplinary Board (i.e. a member is required to rule on incident involving a member of his/her organization or team), the Disciplinary Chair shall disqualify from voting the member in question.

NOTE: Prior to the entire hearing beginning, the Disciplinary Chair shall have given to the IMSPAC Disciplinary Board a format and form by which to follow in the decision and subsequent writing of the decision rendered.
- The Disciplinary Board discusses the case using the information gathered from the hearing, the reports submitted immediately following the incident and the information submitted as a result of the meeting involving the Disciplinary Chair and the Perpetrator(s) of the Alleged Incident.

The Disciplinary Board renders a decision. Penalties imposed, based on past precedents, may range from verbal warnings to probation, to suspension, or to permanent dismissal from the Intramural Sports Program.
- Any penalty imposed shall be effective from the date of the hearing.
- Actions against teams may also include loss of all-year points.
- Penalties imposed on individuals shall be based on the initial “guilty” or “not guilty” plea. Charges arising from findings during a hearing and the subsequent penalties shall be dealt with at a separate hearing.
- Notification
For any disciplinary penalties imposed by the Intramural Sport Program against an individual due to inappropriate actions by that individual, notification in writing shall be made within 48 hours of the declared sanction. Specific starting dates and ending dates shall be stated. The procedure for appealing a penalty shall be contained in the notification letter.
- Appeal Process
Decisions of the Disciplinary Board may be appealed.
- Appeals shall be submitted, in writing, to the Disciplinary Chair. The appeal must be postmarked or hand delivered no later than seven days of the postmark date on the IMSP notification letter.
- Any individual or team involved in an appeal process shall remain under the auspices of the penalty imposed until the time the appeal hearing is held to determine whether or not the appeal is won or lost.
- The Appeals Board, composed of the Department of Recreational Sports Associate Directors or Assistant Directors, shall hear the appeal and render the decision on the appeal. The appeal hearing shall be conducted by the Disciplinary Chair who shall not have a vote in the rendering of the decision except in item #3 as listed below.
NOTE: At least two Associate Directors/Assistants-to-the- Director and the Disciplinary Chair must be present at the appeal hearing.
- The appeal hearing shall either confirm or rebuke the decision rendered by the Disciplinary Board.
- If the appeal is rebuked, the imposed penalty shall be lifted immediately; if confirmed, the imposed penalty shall continue.
- If the decision is split and a decision cannot be rendered, the Disciplinary Chair shall cast a vote to render the decision.
- As a final option within the IMSP, decisions by the Appeals Board can be appealed to the Director of the Intramural Sports Program following the same procedure as to the Appeals Board.
- All parties involved shall receive written notification of any appeal results.
- Enforcement
IMSP staff members and specifically the Intramural Disciplinary Chair are responsible for enforcing the rules, policies, and procedures, and for the investigation of any reported incidents.
- It is illegal for an individual or team, while under suspension, to participate in any IMSPfunction. Team Captains are responsible for ensuring that suspended individuals do not participate. Failure to comply may result in action being taken against the team Captain and/or team.
- The IMSP expects the full cooperation of individuals, team Captains, and team members in enforcing rules, policies, and procedures, and in the investigation of incidents. In the event of a lack of cooperation or intentional deceit, the Disciplinary Chair has the authority to take action against an individual, a team, the team Captain, and/or team members until the matter is resolved.
- Follow-Up
The Disciplinary Chair is responsible for ensuring that any penalties imposed by the Disciplinary Chair, the Disciplinary Board, the Appeals Board and the IMSP Director have, indeed, been enforced by members of the IMSP staff – student and professional.
Further, the Disciplinary Chair should, on a periodic basis, contact the individual and team Captain to reinforce that the penalty is in effect; and, offer assistance in explaining rules, policies and procedures to the individual and/or team involved in the incident and subsequent process.
Leagues Offered (back to top)
NOTE: An individual may participate on only one co-recreational team and one non-corecreational team in the same sport/activity.
In sports where there are a large number of teams, leagues may be offered according to skill levels. Teams will decide which skill level they should play in. The skill level leagues will be labeled “A”, “B”, & “C”.
“A” League – Highly Competitive (Competitive playing experience & Playing to WIN)
“B” League – Moderately Competitive (More novice players, but still playing to WIN)
“C” League – Recreational (Novice players who are playing just for FUN)
Independent Leagues (Men's and Women’s)
- The Independent league is comprised of teams and individuals who may not be affiliated with, or, if affiliated, choose not to participate for any other Non Co-Recreational league
- Currently enrolled University of Michigan students or individuals who have purchased a Rec Sports Membership are eligible to participate in this league.
NOTE: Women may participate in the Independent Men’s leagues providing all eligibility criteria are met.
Fraternity League
- The Fraternity league is for currently enrolled University of Michigan undergraduates only.
- In those schools within the university that have five-year academic programs, an individual may represent a fraternity or sorority provided that individual is registered as an undergraduate.
- Only active undergraduate members and pledges who are registered with the proper governing authority of the University of Michigan may participate.
- These organizations shall actively maintain a complete listing of all active members and pledges through their proper governing bodies (the Inter-fraternity Council for fraternities and the Michigan Student Assembly for members of the Black Greek Association). Failure to comply with the proper registration of active members and pledges is a violation of the eligibility rules of the Intramural Sports Program.
- In the event an individual living in a residence hall becomes a pledge or an active member of a fraternity, that individual may choose to play for either the residence hall or the fraternity, but must adhere to the rule that prohibits any individual from playing with more than one team in a given sport.
- Individuals, who have received a bachelor's degree, or the equivalent hours for a bachelor's degree as required by a school, shall be ineligible to participate in the fraternity league.
Note: In order to participate in the Fraternity league, a fraternity must be currently recognized as a member of the University of Michigan Inter-fraternity Council, or the Black Greek Association.
Note: Each Fraternity may only register ONE (1) team to play in the Fraternity “A” league for each sport. Any additional teams may be placed in the Independent leagues.
Residence Hall League
- The Residence Hall league is restricted to students living in University of Michigan Campus Housing. The IMSP will be provided a listing of residence hall residents by UM Housing at the beginning of each term.
NOTE: Residence Hall teams are considered Men’s teams. Co-Recreation and Women Residence Hall teams have the option to register in the CoRecreation or Independent Women leagues.
Graduate/Faculty/Staff League
- The Graduate/Faculty/Staff league provides the opportunity for graduate students and faculty and staff members of the University of Michigan to participate in the organized competitive programs of the Intramural Sports Program.

Individuals eligible for the GFS league include
- University of Michigan faculty and/or staff members who have purchased and who have kept current a Department of Recreational Sports Membership. Individuals may compete on a department's team other than their own provided that the individual represents only one team in a given sport.
- Individuals enrolled in the University of Michigan Horace H. Rackham School of Graduate Studies or one of the University of Michigan graduate professional schools (i.e.—law, medical, dental, pharmacy, business, etc.).
- Individuals participating in the GFS league must adhere to the rule that prohibits any individual from playing on more than one team in a given sport.

In selected sports, as determined by the number of projected entries, the GFS league shall be divided into two categories:
- “A”—Highly Competitive
- “B”—Moderately Competitive
Co-Recreation League
- The Co-Recreation league provides competition for men and women compete together.
- In general, rules for play in the Co-Rec league have been modified for the purpose of equalizing play amongst men and women.
NOTE: In selected sports in which skill levels A and B have been offered, Skill Level A may not offer equalizing modifications.

In selected sports, as determined by the number of projected entries, the CoRec league shall be divided into three categories:
- “A”— Highly Competitive
- “B”— Moderately Competitive
- “C” – Recreational
- Individuals in the Co-Recreation league are the only individuals eligible to participate on a team in another league in the same sport.

The All-Campus league is structured for any sport, event, or activity not included in the “All-Year Championship” Point System. These include:

In some sports, as noted on the sport's Information Sheet, the All-Campus league shall be divided into three categories:
- “A”— Advanced Skills (Highly Competitive)
- “B”— Intermediate Skills (Moderately Competitive)
- “C”— Basic Skills (Recreational Competition)
- Individuals and teams participating in the All-Campus league must adhere to the rules of eligibility as outlined in this Captain's Manual.
Note: Questions concerning the eligibility of an individual in any of the above listed leagues should be directed to a professional staff member of the Intramural Sports Program prior to participation by that individual in a particular sport.
Employment Opportunities (back to top)
Intramural Officials
The success of an intramural program is largely dependent on the quality of its sports officials. Well-officiated contests, events, and activities enhance the quality of the program and the satisfaction of the participants. The Intramural Sports Program hires and trains more than 200 officials each year. Prior to the beginning of every team sport, officials are trained through a series of clinics conducted by the Supervisor of Officials, with assistance from renowned officials in the Ann Arbor and Detroit area. Awards for outstanding male, femaleand rookie officials are presented to deserving employees each spring.
Officiating is a thankless task, with many participants, teams, and spectators failing to recognize the important role that officiating plays in the Intramural Sports Program. The individuals involved with officiating constantly seek ways to improve all aspects of the officiating program, and are convinced that improvements in this area shall subsequently benefit the program as well as improve the quality of each participant's intramural experience.
Many individuals feel that their rights while participating in or spectating at a sporting event include treating the officials in a disrespectful manner. In the Intramural Sports Program, disrespect towards officials (i.e. arguing, threatening, verbally or physically abusing, spewing profanities, taunting) will not be condoned or allowed. The Intramural Sports Program shall also prohibit actions that, although not directly disrespectful toward an official or opponent, tend to incite spectators. Captains and Captains are not to justify any such disrespectful actions. Such acts are in no way conducive to the quality of the Intramural Sports Program.
An official is unique in that he/she receives little praise, a great deal of criticism and little compensation for such an integral role in the Intramural Sports Program. For many officials, the Intramural Sports Program is the stepping-stone to high school, collegiate, and possible professional sports officiating. The individual participants, teams, and the team Captains shall all assume the responsibility in helping to make the officiating program of the Intramural Sports Program one of quality.

Intramural Sport Supervisors
The role of the Intramural Sport Supervisor is to serve as an on-site administrator, and to act as a liaison between the intramural athletes and the Intramural Sports Program staff. Sport Supervisors also aid in recruiting, training, and scheduling officials as well as tending to injuries and other emergency situations. All Sport Supervisors are certified in community first aid and CPR.

The members of each team are to be made aware of the Department of Recreational Sports and Intramural Sports Program policy concerning health and injuries.
Participation is on a voluntary basis. Participants assume the risks normally associated with activity characteristic of a particular sport. It is recommended that all participants undergo a physical examination prior to participating in any intramural activity, and carry some form of health and injury insurance.
Neither the University of Michigan nor the Department of Recreational Sports Intramural Sports Program accepts responsibility for ill health or injury sustained while participating in any of the events or activities. Neither the University of Michigan nor Department of Recreational Sports Intramural Sports Program shall pay any medical and/or ambulance expenses incurred by a participant.
Each recreation facility is equipped with basic first aid supplies for minor injuries. Should an injury occur, that injury should be immediately reported to the game official, the field/court supervisor, or the Building Supervisor.

How to sign up for an Intramural Sport
1. Log in to your IMLeagues.com account.
2. Click the Create/Join Team button at the top right of your User Homepage page

3. The current sports will be displayed, click on the sport you wish to join.
4. Choose the league you wish to play in (Men’s, Women’s, Co-Rec, etc.)
5. Choose the division you’d like to play in (Monday 5:30pm, Tuesday 5:30pm, etc.)
6. You can join the sport one of three ways:
a. Create a team (For team captains
i. Captains can invite members to their team by clicking the “Invite Members” link on the team page. Any invited members must accept the invitation to be joined to your team.

Intramural Sports Program Advisory Council (IMSPAC) (back to top)
The Intramural Sports Program Advisory Council (IMSPAC) has been formed to assist the Director and staff members of the Intramural Sports Program in the development and promotion of all aspects of the program. The role of the IMSPAC will be that of recommending and advising as well as serving as a liaison between IMSP staff and IMSP participants. The functions will also include serving as the Intramural Sports Program Disciplinary Board.
The IMSPAC shall be comprised of the Coordinator of Team Sports, who shall serve as the Chairperson, ex officio, other Intramural Sports Program Staff as needed, and representativesfrom each of the organizational leagues within the Intramural Sports Program. The members of the IMSPAC shall be appointed by the Coordinator or Team Sports based on nominations from participants and staff of the Intramural Sports Program. Prospective members should haveknowledge of the policies and procedures of, an interest in, and a good understanding of the concepts of the Intramural Sports Program. leagues to be represented shall be Fraternity, Residence Hall, Independent (Men & Women), Graduate/Faculty/Staff and Co-Recreation.
The members shall be appointed to the IMSPAC for a term of two years. The terms shall be staggered so that three terms shall expire each year. Should a vacancy occur from causes other than the completion of the appointive term, the Director shall make an interim appointment. In no event shall a member serve more than two terms consecutively except that, should a member be appointed to fill an unexpired term of one year or less, that member shall also be eligible for an additional full term.
While serving in the capacity as the Disciplinary Board for the Intramural Sports Program, members shall rule upon incidents that have occurred during intramural contests, events, or activities that are of a serious nature. The Chairperson shall convene the Disciplinary Board (minimum of four members) to hear and subsequently rule on such incidents. Should a member of the IMSPAC be required to rule on an incident involving an individual with the same organizational or team affiliation, the Chairperson shall disqualify that IMSPAC member from voting on that particular incident (Disciplinary Procedures, Article II, Section E.2.a.).
The IMSPAC shall meet regularly in accordance with a schedule of meetings the Chairperson shall submit for approval to the Council at the start of each term. The schedule shall include three meetings per term (Fall and Winter), or as deemed necessary by the IMSPAC Chairperson. A quorum for meeting shall consist of a majority of members.
All IMSPAC meetings shall be open to the public. IMSPAC Disciplinary Board hearings, however, shall be closed to the public with the exception of the participants involved in a particular incident (Disciplinary Procedures, Article II, Section E.2.b.).
Voting action shall be taken by a majority vote of the members present at a meeting.
The meetings of the IMSPAC shall be governed by the procedures prescribed in the current edition of Robert's Rules of Order.
Participant Conduct (back to top)
Good sportsmanship benefits everyone. Games, contests, events, and activities are more enjoyable when good sportsmanship is exhibited by all the participants. One person exhibiting poor behavior can make an otherwise fun experience much less enjoyable. A team exhibiting poor behavior can be cause for concern.
The Team Captain and/or the Team Captain shall be expected to set a positive tone for that team's players. The Team Captain and/or the Team Captain shall be held accountable for behavior and actions of that team's players and its spectators.
The Intramural Sports Program shall not tolerate unsportsmanlike conduct directed toward sports officials, supervisors, staff members, players, spectators, or the program.
Unsportsmanlike conduct includes, but is not limited to: verbal or physical abuse, verbal or physical threats, attempting to fight, fighting, physically attacking another individual, and cheating. Individuals or teams engaging in unsportsmanlike conduct, as determined by any member of the Intramural Sports Program staff (student or professional), shall be subject to disciplinary action.

Stevenson Cup Championship (back to top)
It is critical that the information in this section of the Captain's Manual be discussed with all intramural sports participants within your association, organization or team.
This system is divided into three basic components: Achievement, Sportsmanship, and Participation. Under this system, teams shall receive sportsmanship and participation points for the regular season and the playoffs while achievement points shall be earned based on a team’s performance in the playoffs.
To determine how many points a team shall earn for a “point sport,” add the total number of sportsmanship scores, the total number of participation scores, and the achievement points earned in the sport’s playoff.
The following sports within the all-year point system are part of the point-sport category:
- Soccer
- Softball
- Sand Volleyball
- 3-on-3 Basketball
- Broomball
- Flag Football
- 5-on-5 Basketball
- Wallyball
- Mini-Soccer
- Dodgeball
- Volleyball
- Inner Tube Water Polo
In meets which are part of the Stevenson Cup Championship, all-year points are earned in a similar fashion to point sports. Teams, however, receive a single sportsmanship rating, and the number of points earned for participation varies.
The following sports within the point system are part of the point-meet category:
- Swimming & Diving
To determine the all year points a team shall earn for a "point-meet," add the sportsmanship score (10 points maximum), the participation score (see “Participation” for point values), and achievement points (see “Achievement” for point values) earned by the team’s overall placing within the meet.
NOTE: Completion of the Captain’s Quizzes earns ten (10) Sportsmanship Point per sport/activity.
Only “A” League teams will receive points. Only one team can earn points for their group per sport.
The Fraternity league point systems shall include only one team from each fraternity. A fraternity sponsoring a 2nd or 3rd or 4th team can, however, participate in the Men’s Independent “A” or “B” League.
Teams entering in a B or C Leagues shall not earn all-year points.
All “A” League teams will earn points.
Achievement
Point Sports
The sports within the all-year point system that are part of the point-sport category are: soccer, softball, sand volleyball, 3-on-3 basketball, broomball, flag football, 5-on-5 basketball, wallyball, mini-soccer, dodgeball, volleyball, and inner tube water polo.
Achievement points shall be awarded based on a team’s final placing in the sports playoff. If a team does not participate in the playoffs, it shall not earn achievement points. A team forfeiting in the playoffs shall receive NO achievement points.
The champion of each bracket shall earn the highest achievement score assigned to that bracket. The teams that lose their first game in each bracket shall earn the lowest achievement score assigned to that bracket. All other teams shall receive points that are apportioned based on how far they advance in their brackets.
The point ranges for the brackets are as follows:

Achievement points accumulate toward the Stevenson Cup Championship total. Teams participating in the championship are encouraged to maintain the same team name throughout the academic year. If a team changes names, they must inform the IMSP Coordinator in charge of the point system so that the points can be transferred to the new team name.
In a double-elimination bracket, it is not possible for the second-place team (i.e. the team advancing from the lower bracket) to earn more total points (achievement, sportsmanship, and participation combined) than the first-place team. If, by the guidelines listed in this manual, the second-place team earns more points than the firstplace team, the achievement score of the first-place team will be adjusted so that, overall, they will score 50 points higher than the second-place team.
Point Meets
The sports within the point system that are part of the point meet category are: swimming & diving.
Achievement points in these point meets are awarded in accordance with the sport’s individual rules. The team scoring the greatest number of meet points shall be the champion and shall earn 300 achievement points. For all following places, achievement points shall be apportioned based on finish within the range of 125 to 300 points.

Sportsmanship
The Intramural Sports Staff is dedicated to providing a safe, fair, and enjoyable environment during all intramural contests. Unsportsmanlike behavior generally causes games to become not enjoyable, unfair, and, in some cases, unsafe. In order to maintain the proper playing environment, the Sportsmanship Rating Policy has been established and is in effect for all regular season and playoff games, tournament and meets.
Method Of Rating
Each team in each contest shall be rated by the officials. This rating shall be marked on the scorecard and approved by the supervisor. Teams may see their ratings by checking at the Rec Sports web site located at umich.athleague.com the day following the contest. The number that appears on Athleague will be the average of your team's Sportsmanship rating from the games you have played thus far.
The authority of the official’s ratings exists prior to, during, and following all contests to which that official is assigned, and extends to all persons on, at, or near the playing site. Supervisors may amend any rating for inappropriate conduct by a team or its spectators before, during, or after a contest. Intramural Staff members may amend a rating, at any time, for inappropriate conduct, use of an ineligible player, use of a suspended player, and/or inaccuracy in reporting. Ratings become official upon conclusion of the sport or upon completion of any pending disciplinary matters, whichever is later.
Captains should review the following information with their teams to ensure that every player is aware of how their behavior affects their team’s sportsmanship rating. Captains are further reminded that they are responsible for the conduct of all persons associated with the team including all spectators. Sportsmanship deductions issued for violations by non-players are issued to the team Captain.
General Rating Criteria
Each team begins an intramural game or event with a total of ten (10) Sportsmanship Points. A meet has a total of 10 sportsmanship points, based on the conduct of the teamfor the duration of the meet. During the course of the contest, teams (individuals for nonteam sports) may lose points if their behavior deteriorates.
A contest will be terminated when the SRS Rating is zero or below.
At the discretion of the Officials and the Supervisors, one point may be returned to the team’s sportsmanship score for exemplary team conduct throughout the remainder of the game. In no case shall a team receive a total higher than 10 sportsmanship points for a game or match.
Sportsmanship deductions (see “Sportsmanship Levels”) may be issued to players, coaches, spectators, or any other person at or near an intramural event.
Sportsmanship Levels
The following information applies to all Intramural Sports. These are guidelines only and the issuing of Sportsmanship Infractions, Penalties, and/or Ejections is left entirely to the discretion of the officials, supervisors, and staff members of the Intramural Sports Program.
Level 1 – Sportsmanship Infraction
- One (1) point deduction

Deductions assessed for:
- Any official verbal warning that addresses the sportsmanship conduct of a player, coach, or spectator.
- Administrative and/or minor infractions per sport specific rules (see “Sport Specific Deductions”)
- The official will state “This is a Sportsmanship Infraction” which indicates the one point deduction.
Level 2 – Sportsmanship Penalty
- Three (3) point deduction

- In-game penalties (see “Sport Specific Deductions”)
- Spectator interference
- Spectator alcohol use
- Scratches in Meets (see Section 3: Participation, Point Meets)
- The official will call and enforce the in-game penalty per the guidelines of each sport.
- A second in-game penalty may result in an automatic ejection in certain sports
Level 3 – Sportsmanship Ejection
- Seven (7) point deduction

Captain's Quizzes
The mandatory online Captain's Quizzes for most sports have a value of ten (10) Sportsmanship points only if the team Captain or designated representative complete the quizzes on time . Teams failing to be finish the quizzes shall receive one (1) point.
Playoff Requirements
In order to participate in playoff games a team must meet the criteria listed below.
- The team must earn a SRS Point Total of 31 or more. The 31 point total required includes SRS points that can be earned during the regular season and the Captain’s Quizzes points.
NOTE: For sports or for teams playing more than three regular season games they must average an SRS of 7 or higher.
- The team may not participate if they received a zero SRS rating in any regular season game. This applies to all sports.
- The team must not have forfeited twice during the regular season.
- All other criteria found elsewhere in the Captain's Manual must be met.
- The team must not have had a player using a fraudulent M-Card.

Once in the playoffs, a team must receive seven points or higher in each contest in order to advance to the next round.
- In any playoff game, including the Championship, should a team's actions cause that team to receive a SRS rating of less than seven (7), the game willimmediately be discontinued, the opposing team will be declared the winner of the game, and will advance to the next round in the playoffs.
- The declared winner must not have a SRS rating of less than 7.
- If neither team in a playoff game qualifies for the next round based on SRS Points, a bye shall be entered into that slot.
Participation
Point Sports
For each participation in a scheduled contest (playoff or regular season) by a team, the team shall receive 10 participation points. Failure to participate due to a forfeit/default shall result in zero points. A win by forfeit is considered a successful participation, and 10 points shall be awarded to the team earning the win.
For most team sports, of the 30 participation points possible in the regular season (10 points per game), 20 are required to qualify for the playoffs.
NOTE: For sports or for teams playing more than three regular season games the Participation Points total required is increased by 10 for each additional game played.
Participation points for point sports (regular season and playoffs) accumulate toward the allyear point championship.
Point Meets
In all point meets, a team shall receive two participation points for each successful participation (i.e. - an individual who participates in the event from beginning to end). If an individual does not participate in a meet due to an injury, that individual does not receive participation points. In the Wrestling Meet, if a wrestler forfeits for any reason, the participation is considered incomplete, and any participation points previously earned by that individual shall be revoked.
In addition to the loss of participation points, each scratch in a point meet shall warrant a sportsmanship penalty (-3 points), to a maximum of a 10-point deduction.
Participation points for a point meet accumulate toward the all-year championship.
Completing the mandatory Captain’s Quizzes for a point meet has a value of 10 participation points. Failure to complete the mandatory Captain’s Quizzes results in the loss of all 10 Captain’s Quiz points.
Meet Participation
General
Teams (Men, Women and CoRec in ALL leagues) must participate in a minimum number of events as follows in order to earn points:
- Swimming = five (5)
NOTE: Participate means: Enter, Compete, and Finish an event.
Wrestling is not a point system sport for the Women’s and Co-Rec leagues
Co-Rec
- For all events in each activity/sport, the total participations for men and women must be equal.
- For relay events, at least one male and one female must participate.

THE KEY SUCCESS FACTORS
Recruitment
There are many individuals on campus who want to participate in the Intramural Sports Program, but are unaware of how to become involved. Introduce those individuals to the Intramural Sports Program by including them on your team. Make sure, however, that all individuals participating for your organization or team are eligible for the league in which your organization or team participates. Make sure that any individual participating for your organization or team is not also playing for another team.

Organization
Maintain a notebook listing the names, ID's, email addresses and telephone numbers of the members of your organization/team.
Communication
Inform the members of your organization or team of the policies and procedures of the Intramural Sports Program as well as the special rules of the various activities and events. Know which team members will be present at a contest. Be willing to communicate on a regular basis with the Intramural Sports Program staff members.
Participation
The Intramural Sports Program offers the opportunity to enjoy friendly competition while at the same time provides healthy and fun contact with a diverse group of individuals within the University community. Get involved!
NOTE: Participation in the IMSP (Intramural Sports Program) is a voluntary action; is a privilege; and, although competitive, should be fun and enjoyable. Unsportsmanlike actions and/or conduct are not considered as being conducive to the satisfactory administration of the IMSP. The Captain will be held responsible for actions by members or spectators of his/her team/organization. Please control the members and spectators of your team/organization.
